The Project of the Art and Cultural Center commemorating the 6th Cycle Birthday Anniversary of H.M. King Bhumibol Adulyadej was started in B.E. 2542 (A.D.1999) while Professor Dr.Trungjai Buranasomphob was the President of Silpakorn University. The name of the project was then called "Construction of the Hall of the western Regional Art and Culture". The general principal and reasons as stated then was to "support and promote the art and culture of the Thai western regional heritage in which its activities are different than what normally displayed in various provincial museums. The activities of the Hall of the (Thai) western Regional Art and Culture will be lively and having some dynamic art and cultural demonstrations, having some kind of shows that allow visitors to have some direct experience and to recognize the valuable western regional cultural value. Also, there will be permanent cultural exhibitions, seasonal type of art and cultural displays, training and research on art and providing cultural information services, including promotion of tourism on related activities in the compound of the project of about 15 rais. Since the project site is situated next to the famous ancient historic Sanam Chandra Palace and full of the highly qualified attractive local scenery, The Center may also soon become one of the tourist attractions of Nakorn Pathom Province."

Later, the general principal and reasons have been improved to cover a broader scope as shown in the official latter from the Silpakorn University to His Majesty's Principal Private Secretary Number Tor Mor 1101/01562 dated 16th March B.E., 2543 (or A.D.2000), under the subject of; Requesting for the Royal permission to use the name of the Center of Art and Culture Bhumibol Chalerm Phra Kiat with quoted excerpt from the said letter stated that, "...This Center of Art and Culture is an important collection of national heritage and there are 500 important pieces of the award winning items that have been collected as of the 1st contest up to the 45th contest. They will be on the permanent display at the Center so that Thai people and foreigners will have an opportunity to study on the Thai cultural development. At the Center, there will also have seasonally displaying of cultural art both from Thailand and abroad. The Center would, therefore, be recognized as one of leading international art and cultural centers... Besides the main building, there are 5 other buildings that are used to display the local art objects and handicrafys from all of the egions thrughout Thailand. Thay are to include native clothes, silversware, golden-ware, basketry, woodwork, earthenware and ceremic, etc in which all of them would become a good source for research, studies and preserving the Thai national identity and Thai valuable cultural herritage. This Center will be a common public attraction for today youth to learn and develop knowledge as well as good for the public to study and applying on what they learn to improve their every day lifes quality...."

His Majesty King Bhumibol Adulyadej has graciously given the royal name of the center as, "The Center of Art and Culture, commemorating the 6th Cycle Birthday Anniversary of His Majesty King Bhumibol Adulyadej". His Majesty the King also graciously granted the royal permission for the Center to install the Royal Emblem of the occasion of His Majesty the King's 6th Cycle Birthday Anniversary, 5th December 1999 at the main building and also on the name board of the Center. His Majesty the King graciously granted the said permission on the 5th july B.E.2543 (or A.D.2000). The construction of the Center was completed in April B.E.2544 (or A.D.2001).

Her Royal Highness Princess Somdesh Phra Debaratana Rajasuda Chao Fah Maha Chakri Sirindhorn Rathasimakunakornpiyajat Sayam Boroma Rajakumari has graciously agreed to preside the opening ceremony of the Art and Cultural Center commemorating the 6th Cycle Birthday Anniversary of His Majesty King Bhumibol Adulyadej on 7th June B.E.2544 (A.D.2001). This occasion is indeed of great honor and great joy. It is the most memorable moments to be always remembered with deepest gratitude by all of us. This is also of great encouragement and great motivation for the personnel and professors of the Silpakorn University to be really happy and are having public service mind to, at the utmost of each persons ability, to serve the Royal Monarchic Institution and the public good of the Thai Society always.
